I am using a RSTP Android Server and a Go RTSP client on Desktop to receive signal of 2.4 GHz from 10 cm water depth. Working just fine.

Require a minimum water depth level to fully deflect radio signals.
Submarine can not communicate with airplane or satelite when it is diving deep near the ocean floor. It probably can still communicate over radio without a floating antenna near the water surface.
